Can people experience the effects high doses of THC even weeks after consumption?

Generally you won’t experience these things unless you’re actually under the influence. With THC, though, it is possible under extreme circumstances.
THC is fat soluable, which means if you convert sugar into fat while you’re under the influence, some of the THC gets stored with it. THC will also seep into your fat cells on its own.
If you starve yourself and burn a lot of energy, you’ll shift from a sugar burning metabolism to a fat burning metabolism. That means that you are pulling fat out of your reserves and using it for energy. This can also release a small amount of THC. Generally this isn’t enough THC to get you high, but it can be enough to give you vague hints of some of the effects you get when you’re high, and your imagination can do the rest.
