Paranoia Novel

Is Satan a scapegoat (see details)?
In Orwell’s book “1984,” a dystopian society ruled by an authority claiming to be perfect, caring, and loving which was actually oppressive, poorly-functioning and viciously vindictive and controlling of its own people was portrayed.
In this novel, the authority invented a character called “Goldstein” who effectively not only served as a scapegoat for all the government’s failings, but also served as a lightning rod for unifying hate, overwhelming citizens’ recognition of their government’s failings with their paranoia of “Goldstein.”
Does Satan fill this role? Whenever anything good happens, people attribute it to God, but when something bad happens, they attribute it to themselves or “Satan.” In the Bible, Satan is described as “evil” (a word without much independent meaning), and we don’t learn a lot about him, other than we’re supposed to hate him and find him scary (but not in the “good” way we’re supposed to find God scary).
Is Satan God’s “Goldstein?”
Quite possibly ,,One of the ironys of history is that Orwell wrote 1984 as a warning to the people, most of whom never read it and the people he was afraid of used the book as a blue print
